Include
element as defined in ETSI TS
101 903 v1.3.2.
The XML Schema Definition is defined as:

A Include
element may be created by invoking the
newInclude
method of the
QualifyingPropertiesFactory
class; for example:
QualifyingPropertiesFactory qfac = QualifyingPropertiesFactory.getInstance("DOM"); Include incl = qfac.newInclude("#SignatureValue", false);
